What is Registration Cum Membership Certificate (RCMC)?
According to the Foreign Trade Policy, a Status Holder exporter is required to get a Registration-cum-Membership-Certificate (RCMC) from Federation of Indian Export Organization (FIEO) to take advantage of various features and benefits that are associated with the Policy. A Registration-cum-Membership-Certificate RCMC will also make you eligible to receive certain concessions and exemptions from the Customs and Central Excise department as well. For the purpose of registration, the Indian Government has designated FIEO as an Export Promotion Council. The membership certificate is issued for 5 years by Export Promotional Councils/ Commodity board/Development authority or any other competent authority as prescribed in FTP

How to Become a Member of FIEO
FIEO’s membership rules are governed by the Government of India’s Foreign Trade Policy and FIEO’s Memorandum and Articles of Association.
How to get RCMC for Exporters of Multiple Items
For an exporter wishing to obtain an RCMC, it is imperative for him to declare his main line of business in the application made to the Export Promotion Council relating to that line of business.
The FIEO has the authority to issue the RCMC under its Multi Products Group Category, if the registration for two products are sought which are different and fall under two different export promotion councils. However, the mention of main line of business to the concerned export promotion council is compulsory.
Any firm applying for an Authorisation to import/export or avail any other benefits/concession under Foreign Trade Policy (FTP) is required to furnish valid RCMC. As of now, the RCMC certificate needs to be furnished manually as IEC holders are required to submit the hard copy of the form to the concerned Regional authority. The details pertaining to RCMC are put in Director General of Foreign Trade (DGFT) IEC database.
Documents Required for RCMC Application Procedure
- Duly filled and signed the Registration-cum-Membership-Certificate application form.
- Self-certified copy of the IEC Number issued by the regional licensing authority concerned.
- Self-certified copy of the Permanent Account Number (PAN) issued by the competent authority.
- Membership Fee in favour of “Services Export Promotion Council” by way of Demand Draft payable at New Delhi or Cheque payable at par at all Branches for membership fee as applicable.
